Mail to uploads@demon.net giving plenty of information about the upload.

Currently no-one, as Frank Charlton used to do it.  If I have time I would
be prepared to take over maintenance of this.

At present the machine specific groups, ie. /pub/atari don't have any
individuals maintaining them, this is due to s/w restrictions within the new
radius database (for login/permissions), and which is something we need to
sort out.
