The problem is that your copy of MacTCP isn't a virgin / never-been-used
one. A such it will refuse to be updated as you've found out.
Solution is to buy it one way or another, and update the new, virgin copy.
Suggestions will include the 2nd edition of Internet Starter Kit for
Macintosh or the System 7.5 package.
If you have got MacFormat's copy working for you, then don't worry, you're
not missing out on too much by not upgrading.
