a) Seems to happen when the System heap is unable to grow because one of
your apps is using memory right up against it. Until that *specific* app
quits, the finder can do zilch. The memory map features in eg Now Utils or
OtherMenu will identify this app for you. eg:

-----------------
Finder
-----------------

an app

-----------------
| free, but no | <-------- something used to be here but has now quit
use to Finder
-----------------
| an app | <-------- this is the killer

----------------- <-------- can't grow upwards

System heap

-----------------

b) It's a System heap problem, not a Finder heap problem, so increasing the
Finder's size wont help.

c) cos you get more memory, so the problem is less likely to occcur in the
first place.
