Anybody know of a retail outlet in England that is selling the new
Smartsuite for Warp 4 ?

Yep: had a mailshot on Saturday from Onestop Software Ltd.  Prices are as
follows:
    8M184E      Full product    GBP374
    8M384E      Upgrade         GBP138
    8M104E/SLP  Single licence  GBP336
    8M304E/SLP  S/Licence Upg   GBP117
    8M104E      Document Set    GBP56
    8M104E      Media Pack      GBP16

Lotus will allow the upgrade price to anyone who has any Lotus Desktop
product (e.g. 1-2-3, WordPro'96, etc); Onestop are still selling
WordPro'96 for GBP99, so by paying GBP99+GBP138 == GBP237 you can save
GBP137 on the full price.

Onestop are at Burwood House, 34 Park Road, Congresbury, BRISTOL, BS49
5HN.  Telephone 01934 876838; fax 834947.  They also have a web site at
http://www.onestop-group.com/ --- I've not tried it.  I know that they've
got e-mail addresses as well, but these don't seem to be printed on the
flyer: doubtless the web site is their most important medium these days
:-(

I bought Warp V4 from them for GBP99 (upgrade) just over a year ago; I
see from their flyer that they're saying V5 will be released before the
end of the year.

Will OneStop honour IBMWorks (as bundled with Warp) as a legitimate upgrade
criterion (a la bmtmicro et al in the YooEssAy) ?
