The speed seems to be load-related.  Evening downloads are showing an 
abominably low speed, with the modem lights showing long pauses in the 
traffic.  At other times of day I can reckon on getting in excess of 
5000cps on a 28.8kbps modem.

It may be that connecting at BT normal rate is worthwhile, at least 
compared to cheaap rate in the evenings.
