I wouldn't delete the folder itself. I suspect that it's safe to delete
the files in it, but I could be wrong.

That's odd. I didn't find any *.htm files there that I hadn't created.
If I view that file with my browser, it says "This is an empty file as a
permission marker for delorie software." Do you use such software? If
so, then I wouldn't delete it.

It was announced in demon.annouce, so unless you subscribe to the
mailing list version of that you won't have seen an email.
