They should do. When are you holding them down ?
The key time for this is when the Finder is starting up. Your prompt
to do this should be to start holding those keys down as your last
INIT loads -- when you see the last of the icons along the bottom of
your screen. You can hold them down until you see the dialog asking
you if the desktop should be rebuilt.
