Yet another USR 33.6 problem

I am trying to connect to a 28.8 pop with the usr 33.6 extrnal 
but seem to get a guard tone type noise whilst it is dialling.
It connects OK to the POP but at 9600 only. A 28.8 modem
connects straight away without issues. Any ideas please ?
