I to have a cheap rockwell based modem 28.8 in my case
if you are prepared to spend time on the AT command set
you will get there.I have to put everything in the init string
as it dont seem to store settings right.
this is my init string on energis ,I get a good connection 99.9 of the
time.oddly I have had to change the leaving string to.it ignores
ATH.(UNDER TURNPIKE ANYWAY)this works great 
'ATL3W1&C1X4&K3&Q5&X0&D2&G2&R0%C2S95=46S38=0\r'
this is the only way it will drop the line
