You would look to have WfWg set up for network operation.  Go to Control 
Panel/Printers/Connections/Network and look for the "enable banner print" and 
uncheck it - bingo you banner page will cease.

If you are not on a network try starting WfWg with
win /n
to ensure the network drivers are not loaded - this may also remove the banner.  
Note that when started this way Windoze does NOT show the normal start-up 
banner screen but goes straight to ProgMan.
