The only time I ever got that vibe was from a tourist trap place up in the NE. Some of the wait staff count their tips as a function of how much you spend. I recall a lady I knew who bitched at the restaurant manager for getting assigned to "a table full of niggers" because "they don't tip shit" in full view of the customers. IIRC, one restaurant chain got sued over a mandatory tip percentage that they tacked onto checks of minority customers. The solution is simple, just don't eat there again and bitch to the manager in snail mail.
