I'm bilingual, I support bilingual education, I am not in favor of English-only legislation, and I stopped voting Republican a long time ago. And I have never been to jail, so I don't know how abusive this actually feels to an inmate. But from what I have read so far, this requirement doesn't bother me that much. What else are they doing in jail? There are people outside paying real money to learn English.
