Japan had a developed industrial base from which to rebuild an economy 
after the war. Iraq, after a dozen years of sanctions and prior years' 
war against Iran, doesn't have that base. Nuking Iraq would generate 
myriad problems because its not geographically isolated that Japan, to 
an extent, was. that just begins to scratch the surface of problems 
unleashed by nuking Iraq.
