The correct address for complaints about the SPAMing ISP would be
spamcomplaint@mci.com, or abuse@mci.com, since those assholes get
their feed from MCI.
MCI has told me they will 'look into it'.  If I can still traceroute
to image systems tomorrrow, I'll go ballistic in dc.general and
news.admin.net-abuse.misc.

Why on earth would you send the complaint to the Inspector General?
The IG's job is to investigate waste, fraud, and abuse by SEC
employees.  Do you think an SEC employee is behind this?
