Unfortunately, Dayton's filter is not a list of abusers, but it is a
thorough and well-documented example of the use of procmail.  There is
a woman in news.admin.net-abuse.misc who is compiling a list of
rogue sites whose mail you can automatically bounce with
*@imssys.imssys.com, or *@eih.com, or *.upx.net
like syntax.
Unfortunately, she only announced her intention to create the list
yesterday, so it may be a couple of weeks before anything is available.
I'd suggest doing a dejanews or altavista search of the
news.admin.net-abuse.misc newsgroup, looking for the phrase 'rogue
site' in the Subject:     sometime in late July.

I'm certainly going to send her the above three domains as my
nominations for her list.
