How many DS3's are we using? Is it couple hundred grand more per
site/year/month/? I would assume that charging by actual traffic level
rather than static bandwidth would be fairer? If a particular site
uses too much traffic, they should be willing to pay for it? Also,
is this issue black and white, cheap/expensive vs no-connectivity/connectivity?
Can we have a middle ground where we compromise connectivity for 
price and still get some work done?

Unfortunately, most of us, do our research in that 
"rapidly changing world" and can't wait till things quiet down :-)
