Not well enough apparently.

That line's premise indicates your confusion between the administration
of a news server and 'something else' which only you are imagining.

Creating a 'proper' (as opposed to a rump or improperly/inadequately
created group with suboptimal propagation) new group is a process for
which the best results are obtained if traditional guidelines are followed.

Choosing to host a news server and decide which groups the server will
carry is a completely different subject.

Then, choosing to 'open' that news server to access by the public is yet
another subject altogether.

aioe and eternal-september are examples of publicly accessible news
servers of usenet text groups, e-s requiring reg and login, aioe not.

annexcafe is an example of a publicly accessible news server of
'non-usenet' or private groups requiring reg and login.

moz or news.mozilla.org is an example of a publicly accessible news
server or specialty server not requiring reg or login.

It doesn't require a great deal of bandwidth to host a 'trivial' or
personal private news server that doesn't have to handle much traffic,
nor such a trival webserver or ftp server.

You should brush up on news for newusers somewhere like

What newsgroups are and how they work
http://www.anta.net/misc/nnq/how-it-works.shtml

If you access someone's news server to read or post, the admin of that
news server can log your IP. If the news server you access to post
stamps the NPH nntp-posting-host, anyone can see your posting IP.
