I'm not sure they can; I suspect that people would become fucked off
however they phrased it. The suits they are trying to attract are not used
to people telling the truth, and would probably be displeased to see
something as straightforward as my explanation above; the free software
community is similarly intolerant of weasel words. They can't let students
in en masse and they can't phrase it in a way that makes everyone happy.
