It will cost EDC just as much to advertise there as anyone else.  Even
if they don't do the internal accounting to show it (i.e.  explicitly
charge themselves for the privilege) they will lose the income they
would have got from renting those spaces out to other people.

Small handbills are quite cheap in quantity (probably only a few hundred
pounds to saturate Edinburgh) but bigger posters are quite expensive. 
Have there also not been posters on buses?  The council ought to have
been charged the full going rate for that.

I'm saying this with a :-), so don't jump on me: given the amount of
aggravation created with such a small expenditure, EDC cannot be faulted
on grounds of cost-effectiveness!!

I'm not taking sides in the debate, so please don't squash me for that,
I'm just questioning your assertion that it must be trivial amount of
money involved.
