Wrong. It is still open. I don't know about payment, but since most adults
not on benefit now have to pay for a significant amount of their dental
treatment,
I would be surprised to read that everything I might construe as
emergency treatment was guaranteed to be free.

Also, since a recent road traffic accident victim had to cough up twenty
pounds or so for her immediate hospital treatment (apparently she was 
supposed to get it back from the insurance of whoever was at fault in the
accident)
I wouldn't confidently tell anyone emergency medical care was free.

And now I ask myself: if I had to choose whether to believe Ken Johnson 
or The Advice Place handbook about something, which would it be?
