No creo que haya wrapper desde Python (expect esta escrito en tcl). En
cuanto a la guia de tcl, hay varias bastante buenas en la red (en
ingles, of course) asi como un libro editado por O'Reilly si no
recuerdo mal.

Buscando en Google por 'tcl tutorial' seguro que encuentras cantidad
de informacion.
