If Xerox plans to sell lots of Stars, it is essential that they provide a decent programming language with it. Otherwise it will be just a word processor, or maybe a little more. The reason for the language is not so that the users can program it, but so that OEMs (original equipment manufacturers) can provide specialized applications. Xerox cannot hope to provide the thousands of applications packages. Selling to OEMs, who know what the customer needs better than the manufacturer, is how DEC got where it is today. By the way, I'm told that the Star is 20 to 60% faster than a Perq.
