I don't know about Kyoto, but in Tokyo there's a section only for
"visa consultation" inside the immigration office in Ootemachi.
I have used that service many times and they provided me with all
information I wanted. I recommend to look for such service if you
want more information. I can also recommend a telephone service
with pre-recorded messages about frequently asked question to
the immigration office. You can get a list in the Ootemachi
Immigration office. (I don't know if this kind of service is
available in Kyoto). The other way is to call directly the immigration
office and after dozens of tries I think you can get them... :-)
Dave> You see what I find very curious is why such a big thing is made of

By international laws there are two ways which countries can give
nationality: "Being born in this country" or "By blood" (of course,
there are very nice latin names for both of these terms...:-) ).
In Japan, unfortunately, one person can only get nationality having
japanese parents or naturalizing (Very difficult, I think, if you
don't have a japanese spouse...)
Disclaimer:"I'm not a lawyer (And very happy about it...) then
I can only speak from my experience."
