I don't know about ASCII card. But at, least, two French engineers I know could not have Credit Card issued locally here in Tokyo, and so they had to open a credit card account of VISA or American Express in France so that they can use them here and have the payment charged to their French account. My guess is it would be difficult for me to open a credit card for me over, say, in Vancouver if I am just temporarily sent over there as a worker of Japanese company (or if the credit card company views me as a temporal worker there) unless the Japanese company is a big one, or I am from a very rich family or married to a local girl from a rich family, etc..
