Hello!

$@$3$s$K$A$O!#(J

On Earth Summit in Brazil in June, there was a meeting about computer
network. I hear they concluded that some APC(see below) nodes in Japan
will be needed. Actually, my friend Lynn Rutherford asked me to work
for that idea 1 year ago, but I had no practical idea that time, so I
didn't try.

6$@7n$N%V%i%8%k$G$NCO5e%5%_%C%H$G$N!"%3%s%T%e!<%?!&%M%C%H%o!<%/$K4X$9$k(J

Now the discussions are held in Nifty-Serve and in PC-VAN which are
the most popular commercial BBSs in Japan. So I want to discuss the
possibility and meaning of opening the nodes in Japan.

I want the people whose mother language aren't Japanese to join the
discussion, so I wrote in (poor) English and Japanese together.

And we started a mailing list for discussions about opening that Network,
so anyone who are interested, please send mail to me.

The APC Japan Mailing List is a forum for discussing opening APC
Japan Network, a Japanese node of the Association for Progressive
Communications, an international computer communications network
dedicated to "serve people working toward goals including peace, the
prevention of warfare, elimination of militarism, protection of social
and economic justice, elimination of poverty, promotion of sustainable
and equitable development, advancement of participatory democracy, and
non-violent conflict resolution."

There are other places besides this mailing list on JUNET where similar
discussions are being held. You can look for "Third World Networking"
(DAISAN) on PC-VAN, "Citizens' Activity Lively Net" (FSHIMIN) on Nifty-
-Serve, and "APC Japan" (APC) on the Play & Dream Net. We'll repost
these discussions as a network. We are still looking for someone to
repost between JUNET and PC-VAN or Nifty-Serve.

Now, here is a brief explanation of the APC network.

APC $@%M%C%H%o!<%/$K$D$$$F4JC1$K@bL@$7$^$9!#(J

The core networks of APC are IGC in San Francisco (which runs EcoNet,
PeaceNet, HomeoNet, and ConflictNet), Greenet (UK), WEB (Canada),
Nordnet (Sweden), Pegasus (Australia), Nicarao (Nicaragua), Chasque
(Uruguay), Comlink (Germany), Glasnet (Russia), and Ecuanet (Ecuador).
APC is a lively and growing system (infrastructure) for communication
and information exchange that provides activists and movement
organizations with tools and information to solve their complicated
and urgent problems.

================================================================
PROPOSAL FOR THREE APC NODES IN JAPAN - SUBMITTED BY J.L.RUTHERFORD

     There are several computer networks in Japan dedicated to peaceful
communications and communications for peace, owned and operated by
NGO's. On behalf of two of those networks, "KAMOME" in Hiroshima, and
"MUYU" net in Tokyo, and in co-operation with a number of sympathetic
organizations and networks such as:

     H.I.P. (Hiroshima Interpreters for Peace); International
Friendship Center - Hiroshima; UNICEF - Hiroshima; Nagasaki YMCA;
G.U.I.D.E (Global Understanding through Intercultural Discourse and
Education); Hiroshima Nagasaki Live; the NowHere Culture Club;
J.E.E. (Japan Environmental Exchange); MINDSPRING; Play & Dream Lab;
Japan Ecostrategies Newspaper; the "AEGIS" computer network in Kyoto;
and any others which may be interested, and which have the capability and
will to help (such as TWICS; Chikyu No Tomo (Friends of the Earth, Japan);
United Nations University; Greenpeace Japan; Press Alternative; P.A.R.C.
(Pacific Asian Resource Center); Asian Earth Day Committee; "Kodomo-No-Kuni"
Earth Day Committee; International Feminists of Japan; Peace Wave; and so
on);

     I would like to propose the establishment of three "nodes" of the APC
complex of linked networks, each node supported by a host computer situated
in the respective offices of existing computer networks in Hiroshima, Kyoto,
and Tokyo, and operated by the current systems operators of these networks,
with assistance from the current staff of the respective sponsoring
organizations, and or any other competent organizations or individuals
having a sincere interest.

     It is important that computer networks designed to serve NGO's and
grass-roots organizations avoid creating an atmosphere of "exclusivity"
around their operations. In the interest of avoiding such an atmosphere,
a non-profit, democratic, open-membership association would be formed
as an umbrella organization for the administration of the three nodes.

     There are thousands of organizations and individuals in Japan who
would be likely to participate in this endeavor. Each would pay an annual
membership fee which would enable them to belong to the umbrella organization
and sign on to any of the three host computers.

     Funding would be obtained principally from membership dues,
in combination with support from non-profit foundations, individuals,
and/or corporations, including, at the beginning, loans of necessary
hardware.

     Although achieving effective co-operation amongst a variety of
different organizations is often difficult, the groundwork for this
co-operation has already been laid in Japan through the collaborative
implementation of various co-operative projects, including communications
projects such as "HIROSHIMA NAGASAKI LIVE", major events such as
KODOMO NO KUNI EARTH DAY, ALL ASIA EARTH DAY, and dozens of other
projects involving hundreds of Japanese NGO's.

     Responses to this proposal are invited from the Directors and systems
operators of the APC Networks, Japanese NGO's and individuals, representatives
of other networks, and anyone else who is interested.

                    Thankyou for your interest,

                                           Sincerely, J.Lynn Rutherford
