IRS and SS use whatever time and resources necessary to retrieve the 
money credited to SS numbers that the illegal  alien used (stole) prior 
to their receiving a legal social security number or an Illegal Alien ID 
number. Illegal alien ID numbers are applied for by proving to the IRS 
that the person is in fact an illegal Mexican. It is not available to 
other nationalities.
If the Illegal Alien becomes legal, he goes to an IRS office and claims 
he worked under a false SS for whatever the number of years, the IRS 
will research the SS number used. It will usually show some unfortunate 
citizen who the number belongs to has been audited or simply machine 
audited and assessed for undeclared income. This could be for several 
years and has caused the US citizen a lot of grief. The IRS, assuming 
that the former Illegal Alien is telling the truth, and finding that 
money was paid in by employers the former Illegal Alien can name, will 
then transfer the amounts in question to the former Illegal Alien's IRS 
and SS account. He has lost nothing, but the citizen who was the victim 
has suffered a lot of IRS grief. This has been going on for over 10 
years already. IRS does not share information with any other agency, 
except the State Dept. of Revenue, on a limited, need to know basis.

Interestingly, Social Security Admin will not issue an American Citizen 
a new SS number even if it can be proven that theirs has been stolen and 
used by MANY Illegal Aliens at the same time. It's called "tough shit" 
you straighten it out.
