USR 28.8 Modem

Hello all, I have a little problem...

I have a USR Sportster 28,800, and I KNOW I can connect at 28.8kbps, yet 
for the life of me I can't understand why I'm stuck at 14,400bps!!?!?! 
Here's what I get when I do an ATI4

USRobotics Sportster 28800 V.FC Fax Settings...
