Newt Gingrich not only wants to censor the Internet, he has the power
to do so.   A new computer system called THOMAS has been installed in
the House of Representatives by House Information Systems (HIS).  HIS
existed long before Newt became Speaker, but as Speaker he has converted
it into his personal realm to filter information in and out of Congress
and the Library of Congress, making sure that only the information he
wants to get out can get out.   They also monitor e-mail into and out
of Congress, including the e-mail of constituents, and use the information
against anyone with opinions at variance with Newt's and the Freshman
Republicans.   

Gingrich's office has the ability to not only censor Congressionally-
related information, but also most of the Internet including the Usenet.
They have developed a procedure called the "Expansible Firewall" which
is like a big fishnet that can be immediately deployed around any part
of the Usenet they want to put it, selectively blocking messages and
posts from getting to their intended destinations.   They also have the
ability to do "Global Edits" of the Usenet, to remove information which
has previously been posted.
