The legislation requires that voters show an ID card before they are
allowed to vote.  The ID card can be a driver's license or another
state-issued ID.  Such ID's cost $25.00 and up.  That's a lot of money
to many people.  Also, the Georgia legislature designated which
driver's license offices would issue voter ID's.  They carefully set it
up so the only offices that issue ID's are located in middle-class,
white neighborhoods.  For example, there are no offices in Atlanta
issuing the required ID cards -- wny not?
