I would think that the best way to get VIN numbers for a legitimate research project is to contact the manufacturer. That would be a simple way to gather statistics. If this person is legitimately making a VIN decoder, he just needs to know what each manufacturer's numbers mean. He certainly doesn't need a record of a number of people's VINs. -- Graham E.
