According to Georgia Law 16-12-4, Cruelty to Animals,
"A person is guilty of a misdemeanor of cruelty to animals in the second degree 
when his act, omission, or neglect causes unjustifiable physical pain, suffering,
 or death to any living animal."
I believe this location falls under the jurisdiction of the Decatur Police
Department if you wish to press charges.  Glad to know this as I had 
thought about stopping in there.
