This was not a litter.  It was a group of about twenty animals.
Guinea pigs have one to four or five in a litter at a time.

No, this is not possible.  The employee at the time said that
they got too many animals in at one time and overcrowded them.
Sick and injured animals are supposed to be in the back and
receiving veterinary attention, not on display.  And if an
animal is nursing and is skin and bones, the animal should have
food available at all times and should not have other adults in
the cage.  The employee was condescending to me, but freely
admitted that negligence caused the animals' poor health.
