I was reading about this in my local vet's office and, unless things have
changed, there is no state law regarding mistreatment of animals. It's up
to individual counties and municipalities to enact such ordinances.
In either event, contact the SPCA and they'll take it from there. If you can't
find the number in the phone book, call your vet and ask them.
