My mother read in some newspaper (Wednesday's AJC?) that Georgia Power's
Cartersville plant is the *country's* most polluting power plant.

That said, there are only a handful of fossil-fuel power plants within
90 miles of Atlanta: Carrolton, Plant Scherer in Forsyth, Cartersville,
Plant Atkinson between Atlanta Rd. and South Cobb Dr., and a new
auxiliary station going in just south of the Winder-Barrow airport in
Barrow County[1][2].

[1] Which will burn natural gas.
[2] Which has 8 8000hp jet engines, whose exhaust will be pointed directly
into the final-approach pattern to runway 31 at the airport.[3]
[3] We don't know if this is a hazard yet...we're still trying to
determine it. ("We" is where I work, W.K. Dickson, along with the FAA
and the Winder-Barrow Airport.)

Power plants certainly do contribute to Atlanta's air-quality problems
and contribute in a very significant way. However, mobile-source
emissions (technospeak for "vehicles") in metro Atlanta far out-affect
power plants for the contribution to air quality. Without wholesale,
revolutionary changes to zoning requirements across the entire metro
area that encourage mixed-use/transit-oriented development and
discourage the creation of new sprawling cul-de-sac subdivisions with
one-acre lots, however, people will still stay in and need their cars.

To solve metro Atlanta's air-quality problems requires people to drive
MUCH less. Unfortunately, that's not doable until the above is
achieved. Then comes the task of retrofitting (if possible) the
existing suburbs to become less cul-de-sacky and more TOD-friendly.
What do you do? Start dropping tons and tons of napalm on East Cobb,
Nroth Fulton and Gwinnett and start over from scratch? How does one
retrofit suburbia?
