This is true(r) in places like Los Angeles, where the limiting reactant in
the smog formation equation is hydrocarbons. If you shut the engine off, the
catalytic converter cools down and so is less efficient when you restart the
engine (until it's hot again). Hydrocarbons are in abundance in Atlanta, and
in fact, recent study has found that they would be even if there were no
humans here.
The limiting reactant in Atlanta (and most of the southeast) is not
hydrocarbons- it's NOx, which aren't particularly affected by catalytic
converters at all.
Despite my affiliation, I am not (technically) a scientist... just an
educated lay man who works in air quality research, and of course, my
opinions are mine and should not be construed to be an official
representation of Georgia Tech. I'll leave it up to the PhD's to make
official statements.
I will be sending Lee Morris an email commending his bravery for such an
unpopular measure that makes sense and will actually help us in our struggle
against an air quality problem against which we have not yet developed
effective remediation tools.
