Actually, you want to minimize oxygen for NOx reduction, since the
catalyst reduced them back to N2 and O2.  You need the oxygen for the
other 2 functions -- oxidation of CO to CO2 and oxidation of hydrocarbons
to CO2 and H20.  The O2 level has to be kept in a very narrow range for
all 3 of these to work, which is why we have computers controlling our
engines.
