It probably would work if you look at how slow some of these drive thrus
are, specially during traffic hour. I mean go to a Wendy's during a busy
hour with cars wrapped around the building all idling while waiting
forever to get their order taken.

Then you have the problem that people go through drive thrus cause they
are quicker not just cause you don't have to get out of your car, but
because of reasons you mentioned the restaurants are already mandated
to serve the drive thru customers first. 

Though I wonder if this legislation passed, what would Checkers and
Checkers wanna bes do?
