GNU Emacs 18.54.2 of Thu Apr 27 1989 on paris.Berkeley.EDU (berkeley-unix) If you do a recover-file, the just-recovered buffer doesn't have its buffer-modified-p flag set, so C-x C-s will tell you there's no changes, but the file has not been written since it was recovered.
