Well, the documentation for self-insert-command is similar:

self-insert-command:
Insert this character.  Prefix arg is repeat-count.

Yet self-insert-command does not insert in overwrite-mode.

Of course, RMS is right: this is a feature, because it was designed
this way. Let's call it a misfeature. 8-)
