The function self-insert-command inserts unless in overwrite-mode,
then it overwrites. But quoted-insert always inserts. It should
overwrite if in overwrite-mode.

I disagree that this is a bug, or that it should be fixed.  I consider
it a feature: a way to insert characters when in overwrite mode or
picture mode.

Unless you want to add a new way to insert characters while in one of
these modes, please don't remove the old way.
