This is almost alwyas due to an error building VM.  The original
broken 5.32 Makefile is to blame no doubt.

This is a new one.  If you see it again in 5.32 let me know.

In the meantime you need to rebuild VM 5.32 from scratch.  Use
the following Makefile.
