bug with fcc file

when i visit my fcc file, where i keep old incoming and outgoing
messages, vm-visit-when-saving does not work properly.  sending a
message with fcc updates the disk file no matter what.  it would be
great if vm-visit-when-saving were honored for this file and this
header.

5.32, 18.58.
vm-visit-when-saving's value is 0
