Compiling Emacs on VMS with gcc

I'm trying to get GNU Emacs v18.54 up on a VMS (v4.7) machine.

I don't have access to the VMS c compiler (except I can steal some
header files), so I installed gcc v1.35. That seems to be working
fine.

The problem is that the s-vms.h header file and a couple of
the c programs use "globalref" and "globaldef" storage classes
which trip gcc. I also seem to be missing a few header files:
<sys/[file,param,dir].h>

Has anyone done this before? I am less than a novice at c, but
installing Emacs on a sun386i and an Alliant FX/4 was a breeze,
so I thought I'd give VMS a shot also.
