How to make buffer visible under tvtwm

I'm running epoch (4.0p2) under tvtwm, and I want a command which
allows me to enter text into a particular file. I want the following
behavior:

o if the file is in a buffer which is currently on a screen in
the current tvtwm viewport, raise that screen and warp the
          cursor to it.

o if the file is in a buffer which is currently on a screen,
but not in the current tvtwm viewport, move the screen to
the current viewport (and warp). (ok to ask me for
          placement)

o if the file is in a buffer which is not currently visible,
create a screen for it. (ok to ask me for placement--this is
how I place windows by default)

o if the file is not yet visited, find it in a new screen.

The hard part seems to be deciding whether a screen is in the current
viewport (I'm willing to put viewport x,y size in variables) and
moving a screen to be visible.

Any ideas?
