Clearly the right thing would be to add a minimal number of WM primitives
to the emacs C code, and start your window manager as "emacs -q -l wm.elc".
This emacs would not map a screen, it would just listen for and dispatch
window manager events.  Some menu selection could cause the WM to map a
regular emacs screen (which it itself was managing!) which would have a
*scratch* buffer into which you could type random code to interactively
frob your window state.  Like (mapcar 'wm:iconify (wm:query-tree)).
