One free toolkit is the Athena widgets. I hear that the ones that will appear in release 5 work better than the old ones. Another one is Interviews, which uses C++. Finally, it should be possible to use Xview and support Open Look. I say "should" because, while Sun says that XView is supposed to be free software, they did not actually affix terms that give permission for redistribution. Michelle Huff from Sun's legal department says they are going to rectify the terms. Of course, there's no telling how long that will take.
