Can't compile libg++-2.2 under SunOS 4.1.2

I did ./configure sun4 in the top-level directory, then did a make using GNU make
and setting CC to gcc 2.2.2. Libiberty compiles ok, but libg++ fails with:
...
gcc -g -nostdinc++ -I.. -I. -I./../iostream -I./../g++-include  -c String.cc
In file included from ./../iostream/streambuf.h:25, from ./../iostream/iostream.h:25, from ./../iostream/stream.h:7, from ./String.h:26, from String.cc:25:
./../g++-include/stdarg.h:2: stdarg.h: No such file or directory
make[2]: *** [String.o] Error 1
make[1]: *** [in-src] Error 1
make: *** [all-libg++] Error 1

So why can't it find stdarg.h? TIA.
