🚀 go-pugleaf

Environment: hp720 running HPUX 8.07, gcc 2.3.1

The definition of CPP_SPEC in config/pa.h assumes that TARGET_DEFAULT
has been defined, when, in fact, it is not defined until later.
This causes some snake preprocessor symbols not to be defined.
The following diffs fix the problem by using one CPP_SPEC in
config/pa.h and overriding it in config/pa1.h, config/pa1-hpux.h
and config/pa1-ghpux.h.
