GNU CC install-fixincludes problem

I have encountered a problem during installation.

After doing the command `make install-fixincludes', the header file 
/usr/local/gnu/lib/gcc-lib/sparc-sun-sunos/2.3.2/include/syslimits.h 
no longer exists.  The file did exist prior to the 
`make install-fixincludes'.  This causes errors when attempting to 
compile code which #include's <limits.h>.

GNU CC Version 2.3.2
SPARCstation
SunOS 4.1.3

# GCC was configured as follows:
./configure -prefix=/usr/local/gnu -target=sparc-sun-sunos4.1
echo host=sparc-sun-sunos4.1 target=sparc-sun-sunos4.1 build=sparc-sun-sunos4.1

I did not encounter this problem with previous versions of GCC.
