problem with make doc gcc-2.3.1 vax-dec-ultrix

I have gcc-2.3.1, configured for vax dec ultrix.
I have a vax 11/750 running ultrix-4.2.
When I say make doc, I get the message:
make: *** No way to make target `install1.texi'.  Stop.

I am using gnu make 3.62.
Any ideas?
